Application for import license to sell in domestic territory guidance.
Products under Royal Decree are prescribed to conform to the standard (under Section 21 of Industrial Products Standards Act, B.E. 2511 (1968)).
1. Application.
1. Applicant is required to fill in the form Mor Or 5 (you can request the form at TISI or download from TISI website www.tisi.go.th). Print out 1 source document, 1 duplicate document and 1 copy document, in total 3 documents, (copy document will be returned to applicant after the authority receive application) in advance and submit those along with applicant’s other important documents (find more information in explanation attached with application form or TISI website) and manufacturer’s Quality Control documents.
2. Documents preparation for overseas manufacturer’s Quality Control system evaluation.
Applicant is required to submit documents which represent overseas manufacturer’s Quality Control system according to activities topic determined in specific requirement for Quality Assurance of product. The submitted documents are also required to represent activities details of mentioned topic determined in general requirement for Quality Control of product and to contain certified true copy of authorized signatory by law. In case documents validation is insufficient, TISI may inspect manufacturer located overseas for consideration (acquire specific requirement for Quality Assurance of product and general requirement for Quality Control of product documents and ask for more information at TISI 1, 2 and 3 responsible for applied imported goods).
3. Evaluation application.
Applicant is required to apply products for TISI inspection whether the products conform to the standard that applied for or not. Formal note needs to be issued to TISI in order to request customs clearance exception from customs house for the products that need to be evaluated. Import Declaration also required which are Invoice, Packing List and Bill of Lading (each attached note and document need certified true copy of authorized signatory by law).
4. Quality Control system evaluation and/or sampling exception.
TISI would allow Quality Control evaluation survey and/or products sampling exception as follows
4.1 In case the manufacturer possesses Quality Management System certificate, TISI would exempt an evaluation and consider the Quality Management System certification, but only for manufacturer who possesses Quality Management System certificate ISO 9000 Series of Quality Standards for a product or those products from
(1) Quality Management System Certification Body approved by Thai Industrial Standards Council (TISC) or
(2) Quality Management System Certification Body approved by The National Accreditation Council of Thailand (NAC).
However, if Quality Management System certification details from manufacturer is different from requirement or incomplete as determined in specific requirement for Quality Assurance of product and general requirement for Quality Control of product, TISI would do additional inspection to make sure the requirements are met.
4.2 TISI would exempt products sampling by consider inspection report of product from approved laboratory. However, if inspection report of product’s details is different from requirement or incomplete as determined in TIS and specific requirement for Quality Assurance of product, TISI would do additional sampling to make sure the requirements are met.
